We were using a datapack for this, but it was infested with game breaking bugs that lead to players permanently losing their stuff. Also, it doesn't have all the capabilities we were looking for (especially the customization and moderation of the graves). It was restricted to vanilla and so couldn't have any custom commands like the ones listed.

Should the original block be destroyed then?
Can't speak for everyone, but I think storing them in .yml is way easier.
The asterix means that you want it to be changeable through config. I'm pretty sure there's no way to make it, so a user can add/delete commands from a plugin, since they have to be specified in the plugin.yml and changing that requires the .jar to be compiled again.
In the context of the admin use? Only taking overworld, nether, end into account?

They aren't client side. They are installed onto the world itself.
Oh, okay. Yeah, it is a bit buggy and can be frustrating. Well never mind then.

It seems like the issue we were having with the datapack has been fixed. Because of this, I'm marking the thread as completed. Thanks for your help. If after further testing we find that the datapack is still not working as intended, I may reenlist help.
