Plugin Request Moment of Impact

Plugin: I am looking for someone to create a plugin that can recreate the effects of this moment of impact filter ingame instead of MCEdit:


This effect is accomplished by summoning armor stands in certain positions with blocks on their heads.
The selection could use WorldEdit to get the area.

Commands:
/moi create <name> <blast radius> <upward velocity> <moment of impact> - Creates an "explosion"
/moi remove <name> - Removes the "explosion"
/moi list - Lists the current "explosions"

Permissions:
Just needs op to be able to use, permissions are not necessary

When I'd like it by:
Whenever possible!

Bukkit 1.8 is considered Alternative?

There is no Bukkit 1.8
The only Server Software that is 1.8 compatible is a fork of Bukkit called Spigot.
Spigot released a Version called "Bukkit". However this Version is unofficial and currently unsupported.
