Most of it is changeable through the "Style Properties" which means you don't need to go into the CSS files - unless you want to. Just download this current theme and make your changes, it will be more respectable that way and I can see it being used.

rtainc i really like the idea and i voted for it but i would like to give some feedback.

The Idea using Bootstrap is ok from my perspective as it improves the "look and feel" out of the box.
It is also a good library when it comes to using sliders and menus.

But the design itself doesn't make it. Overall i would redesign both. BukkitDev and BukkitForums look and feel. Creating a conzept first would be needed like what is the focus?

On BukkitDev its obviously presenting your plugin. Everything else like the forum and ticket system is kinda just an addon at the moment. Those would need a redesign too.

Im thinking something like a list and detailed view would be nice like JIRA has in their latest 6.0 version.

Default view would be detailed. On the left side you have the ticket list. Right side the content of the ticket. That would make browsing through the tickets way easier.

I dont have exact plans for the BukkitForum in terms of "Usability" as i barely use it but i guess a poll could be used to checkout the needs. If its fine for most of the users just making both applications look alike would be ok for a first step.

As i have seen what you did there im kinda tempted to check that out too!
